The meeting began as a closed-door session but the U.S. was able to ensure a second, open phase of talks thereafter, despite resistance from Russia, France, Bolivia and other members.

Russian Federation has criticized the USA push for Iran to be discussed at the Security Council and it remained unclear if other council members would try to block the meeting via a procedural vote.
