Chicago Police Superintendent Eddie Johnson said at a press conference Tuesday afternoon there was a report of a suspicious person spotted by a police officer who was patrolling the grounds by the Thompson Center, otherwise referred to as the State of Illinois Building, which has businesses on the first floor and a food court on the floor below.

According to department spokesman Anthony Guglielmi, Bauer heard the scanner traffic, saw a man matching the description, and made a decision to pursue. Cmdr. Bauer was killed after a foot chase Tuesday, Feb. 13, 2018 in downtown Chicago.

"The idea that Paul would act so unselfishly and would sacrifice his own safety for the safety of the people of Chicago and his fellow officers comes as no surprise to those of us who knew him", said a statement from the Chicago Police Memorial Foundation.

The incident started just before 2 p.m.as a police tactical team sought to question a man near State Street and Wacker Driveabout "possibly some connection to a shooting", department spokesman Anthony Guglielmi.said. He choked back tears as he spoke to reporters outside Northwestern Memorial Hospital, where Bauer was pronounced dead.

A police procession went through the city on Tuesday as well. Detectives worked through the night and "continue to comb through evidence to build our case", Guglielmi said on Twitter about 7 a.m. He was known to engage in narcotics activity and police said they approached him to talk.

Bauer had recently criticized Chicago's justice system for what he saw as excessive lenience in prosecuting and jailing career criminals.
