Police said he gave up the trophy when a photographer confronted him.

Frances, who won the award for her portrayal of Mildred Hayes in Three Billboards Outside Ebbing, Missouri, had brought the award to numerous after-parties and was visibly upset when she realised it was missing.

The Multnomah County Sheriff's Office told KOIN 6 News 47-year-old Terry James Bryant was arrested 7 times between 1999 and 2002.

Brookman said outside court, where Bryant was expected to make an appearance, his client would plead not guilty and ask for a reduction of his $US20,000 ($A28,000) bail.

Because of that, the Academy is listed as the victim on the official police report and officials have already informed the LAPD that they intend to press charges against Bryant, TMZ reports.

Earlier this week, USA Today reported that McDormand had been "spotted crying emotionally outside the Governors Awards ball after giving up the search for the statuette on the premises".

In Oscar victor Frances McDormand's speech she called for an "inclusion rider", which is a contract demand where actors and actresses can require more diversity when it comes to hiring the cast and crew. Bryant then kisses the statue several times before screaming "Who wants to tell me congratulations?"

'What's up babies? Look it baby. got this tonight. "The first thing", del Toro said, "the most outstanding thing, was I went to change my trousers and my shoes".

Prosecutors have said Bryant, an aspiring journalist, was witnessed taking the statuette before being detained near an exit. It turned out that the man, who stole the Oscar, Terry Bryant, even made a video of himself minutes before his arrest saying that Oscar belongs to him. After few hours, Simon Halls the actresses' representative confirmed that the statuette has been found and handed over to McDormand.

But authorities say Bryant had a ticket to the exclusive Governor's Ball, where VIPs mingle and enjoy cocktails and food.
