Horowitz's report, released Thursday, singled out then-FBI Director James Comey for harsh criticism and referred five other bureau employees for potential disciplinary action.

Comey has said he was concerned that the Justice Department itself could not credibly announce the conclusion of its investigation, in part because Lynch had met days earlier aboard her plane with former President Bill Clinton.

Mueller is looking into the alleged Russian interference in the 2016 US presidential election and any potential collusion between the Trump campaign and Moscow, among other matters that may arise from the investigation.

'While we did not find that these decisions were the result of political bias on Comey's part, we nevertheless concluded that by departing so clearly and dramatically from Federal Bureau of Investigation and department norms, the decisions negatively impacted the perception of the Federal Bureau of Investigation and the department as fair administrators of justice, ' the report reads.

In a recently released book, Comey wrote that he made a decision to do "something I could never imagine" in order to protect the bureau's reputation after concluding that then-Attorney General Loretta Lynch "appeared politically compromised" by her association to the Clintons.

"We found no evidence that the conclusions by the prosecutors were affected by bias or other improper considerations; rather, we determined that they were based on the prosecutors' assessment of the facts, the law and past department practice", the report said. Comey said had he known earlier about the laptop's import it might have affected his decision to notify Congress.

Whether the Justice Department's former top lobbyist improperly shared information with the Clinton campaign or should have been recused because of his friendship with campaign chairman John Podesta.

“But my emails, ” she said, reacting in a three-word tweet.

The president has given other justifications for the firing, including that he did it in order to relieve pressure from the FBI's inquiry into the Trump campaign's ties with Russian Federation.

Strzok, replied, "No. No he won't".

But Sen. Richard Blumenthal, Democrat from CT, declared that "any effort to use this report as an excuse for shutting down the special counsel's investigation is both disingenuous and unsafe".

"I think that the report yesterday - maybe more importantly than anything - it totally exonerates me".

As the report states, it "did not find documentary or testimonial evidence directly connecting the political views these employees expressed in their text messages and instant messages to the investigative decisions we reviewed".

Trump is yet again insisting there was "No Collusion and No Obstruction of the fabricated No Crime" and is accusing Democrats of making up "a phony crime", paying "a fortune to make the crime sound real", and then "Collud (ing) to make this pile of garbage take on life in Fake News!"
